If your HT will not connect under Linux: add user to dialout group then re-login, or run 'sudo chirpw'
and use /dev/ttyUSB0

sudo apt-add-repository ppa:dansmith/chirp-snapshots
sudo apt-get update
sudo apt-get install chirp-daily

Prolific PL-2303 USB cable are horrid under MS Windows and rarely problematic under Linux,
if your UV5'x TX light stays lit (and you are not) it means the USB system is stuck.
Reboot

I use Xubuntu on several computers, my desktop will not connect using the PL-2303 cable but my laptops will connect. go figure.

I've had trouble with having two USB cables plugged in, so try using only the programming cable

open a terminal
type in
lsusb
you should see all active USB devices, the prolific may not show if other controller cables are active such:

The reason why the laptops work is that they have no other external USB devices

"Radio not responding"
Press & hold the cable firmly into the radio with your left thumb or the cheap cables will lose their connection.
